NEW: Gag order forbids Swope from commenting on buyout

A gag order released by city officials bans former St. Charles Police Chief Tim Swope from disclosing any comments about a recent buyout agreement unless authorized by Mayor Patti York or required by law.

According to the document, Swope also is not allowed to make any "disparaging remarks" about city officials.

Swope will receive $113,322 in severance pay, based on the agreement. The first installment is scheduled to be made May 18. Payments will be made monthly, totaling $9,443.50 for each installment.Swope will serve as a consultant to the city for law enforcement matters on an "as needed basis." He is not required to report to an office but must be reached by phone.

He also is entitled to all health and life insurance benefits for a year and the city will have to contribute to his retirement plan.

Swope has said he is seeking a job in the private sector but will not say why he left the position.
